What is the difference between a consensus and a rough consensus? Does one
carry more authority than the other? Does it matter?

I think it doesn't matter, as it's not any kind of official policy.
Board decisions are made by a majority of the board.

   The different in consensui as I see it, is that a rough consensus is
when most people agree on something but that there are a few people way
off from the majority--like my feelings about the UPS refund money compared
to just about everyone else.
   Still, there was a clear feeling towards consensus, and thats what
matters.

I think achieving a "rough consensus" must be pretty much like achieving a
"consensus," except with nunchuks, bludgeons, and brass knuckles.

  A board vote over whether to change the login screen?  That would be 
like requiring a vote of Congress to decide how many times a day
the bathrooms in the capital building are cleaned.

If tsty and nephi are toolazy to come up with a better login
screen, cfadmin should add a third fw (steve or rculr or
someone else willing to do it) to this conf.

I agree that this isn't something that should require a board vote.  It
certainly seems way too simple to require that.  Still, that was requested
by one of the FWs a while back as the only possible way to get this changed,
and the vast majority of the people participating here (a "rough consensus")
do seem to want it changed.

That strikes me as catering to immaturity. I say, there's been enough
rationality wasted on this already, so I recommend just ignoring the whole
thing until new fws are appointed. In the meantime - is there a nice
script we could invoke to skip the login screen when we come here?

Probably the easiest thing is to type "r n" as you're joining co-op,
close your eyes for 3 seconds, and hope it scrolled off the screen
by the time you open them :-).

Looks like the login screen is now a small figlet graphic and a
short welcome message, and that the former login screen is now
the bulletin. Much better--thanks!

   I didn't catch that at first, becuase I saw the bulletin the 
first time through coop and glazed my eyes over it.  I then rejoined
coop a little later and still saw the bulletin, and learned something
new about picospan--you'll see a new bulletin in a particular
conference even if you rejoin it, until you've existed picospan
completely.
   Seeing how I just crabbed about it in another item just a few
minutes ago I need to retract that.  Thats what I get for reading
conferences backwards.

  excuse me...the .login screen looks unchanged to me...still the

look closely...the new graphic is on the exit screen ont on the login
screen....the original text is still there.

It evolved some more since the earlier posts...the text was gone,
and now it's back, but with subtly different wording (the phrase
"rough concensus" is gone, for example).

   TS changed the login file at 8:12 this morning.

   Now, we have the message in the belletin *and* the login files.

   Thats quite wonderful.  The old version as a bulletin and the new
version thrust upon us in the login.

  TS and Nephi, what are you doing?  It looked liked things were
changed, then they got worse.

  Can I ask how many people have supported your login screen,
how many don't care, and how many negatives you've gotten.

  You're playing games here and I don't like it.  The Coop
conference moniker comes from the word "cooperative".  How
can you justify what you're doing under the ageis of this
conference?

  This conference has until now only had a "maintenance" type
of Fair Witness.  I would like to see that type of FW again.
