   I'd say "local" means whatever people see as a trivial call to
Get to Grex.  For 90% of the people that means a local non time
charged call.

Which in effect means Ann Arbor and some nearby communities -- Ypsilanti,
Saline, Milan, Dexter, Chelsea, Manchester, Plymouth, Canton, maybe a
couple of others.

but I understand what you mean.
        Out of curiosity, why don't you want a slightly larger target?
Metro Detroit, and the A2 area sounds like a richer <people-wise> 
environment than A2 all alone, but, whatever..

Striped items?  The answer is: we do want a slightly larger target; but
that gets us into the whole michnet/access issue, there is no point in
worrying about publicity until we've figured out how the access is going
to sort itself out.

Striped items is when you start getting the same topic discussed at the
same time, but in different items.  Ie, topics are sorted by time, not
by item.  The topic of "who do we want on Grex" is certainly being
discussed both in this item (30) and item 19; even though these items
originally started out on entirely topics.

"striped" discussion..

Interesting.  I've seen the "striping" phenomenon come up many times
in high-volume conferences, but this is the first I've seen it referred
to by that name.  It's a good term for it.
