Here is a solution.  Last Saturday our upstairs neighbor, who is 
usually pretty quiet, had some friends over and they were making a ton 
of noise.  Jon and I went and asked them to be quiet three times.  The 
first two times we asked them, they were quiet for a grand total of 
probably thirty seconds.  The third time, they actually packed 
themselves up and left.

I asked my father about it the next day and he gave me some real good 
advice.  First of all, it helps to know that, in the city of Yakima, 
there is a law that states that any loud noises after 10PM are 
classified as a "disturbance of the peace".  I don't know if you have 
anything like that where you live.  It would probably be good to find 
out.  My father said, if it happens again, given that my neighbor is 
usually pretty good about being quiet late at night, I should go 
upstairs and say, "Listen, there are people downstairs who are 
attempting to sleep.  Now, either you keep your noise down or take it 
elsewhere, or I will call the police.  I don't want to have to deal 
with this again, and I won't.  Good night."

That is reasonably polite.

In the case of morning horn honking, I think you would just have to go 
over to the house and say, maybe, "Excuse me.  I don't mean to bother 
you, but there are some of us across the street who sleep during the 
day.  Do you think you could, maybe, get your visitor to refrain from 
honking his horn?  Thank you."

Then, depending on what the law says, you could do something a little 
more firm.

i forgot who's gripe this originally was, but if it makes you feel better
where i live people do that car honking thing all the time. we just have to
put up with it. people double park a lot, especially on days where one side
of the street has to be clear for cleaning. if someone gets blocked in they
will generally sit in their car a lay on the horn. i've endured it for lengths
of time varying between 5 and maybe 30 minutes. the whole point is to irritate
everyone so that the double parker eventually turns up.

I think the whole 'be polite' thing can go a long way. A year or so ago 
I lived in the apartment beneath four frat kids who had the occassional 
loud party (generally on weekends and usually not too bad). One day I 
was home from work with a migraine and trying to sleep when they put on 
something with really heavy bass. This did not help- so I had to go 
upstairs. I politely explained to the kid who answered the door that 
while the music usually wouldn't be a problem at this time of day due 
to my work schedule, it just so happened that I had a migraine and I 
Would really appreciate it if he could at least turn the bass down 
before I got homicidal (the last was said in such a way that he would 
know it was a joke). He apologized for the volume and turned it down. 
This was fine. Unfortunately that doesn't always work. 

Though, I really do like Marcus' #61, and John- you may not 'do beer' 
but that really wouldn't be the point of the joke... now would it?

overly-sensitive alarm?

You could put a note on it. Or you could break the window and steal the 
stereo and *then* put a note on it.

Put a voltage sensor on their phone line, so you can see when they are on the
phone.  Every time they are, sneak by and set off the car alarm.

better yet, install a solenoid under the car which will bang on the body just
enought to set off the alarm, and have the solenoid be remote-triggered by
the voltage sensor on the phone line.

Re #78:  A noise complaint to the police several times a night,
giving the location and license plate of the car, might do it.
If the parking space is private property you might be able to
invoke some kind of lease terms and have the owner cited or even
have the car towed.

I was jusst about to say that it is perhaps a response to a much earlier 
post, and then I saw the #s he was referring to.  This could be any 
of the ME items.  Nearly the same conversation seems to be going on in 
all of them.
