My reservation about making the test conference a place to practice
fw commands is that one of the purposes of the test conference is to
provide newbies with a standard picospan environment in which to
practice basic picospan skills. There are things that fw's can do
that can make the environment very non-standard, and those are probably
among the very kinds of things that fw's would want to try out.
I'd prefer a separate "fwtest" conference for fw's to practice in.

(On a darker note, there are things that an fw can do that could be
distinctly harmful to other participants. In a conference with a
couple of dozen fairwitnesses, it could be difficult to pinpoint
responsibility in case there's an incident.)

The reasoning behind not using the test cf seems fine, but are non-FWs
