What is the difference between a personal channel and a close-able channel?

I define personal channels as channels that are requested and
customized for a particular user. This doesn't necessarily make
it a closable or private channel. Personal channels I believe need
to be created by the party-powers-that'd-be, whereas private channels
are created on the spot.
I *hope* you understand what I just wrote. It seems fuzzy to me...

Type "!cat /usr/spool/party/chantab" to see the complete list of
party channels and their options. The * character means that you
can put any letters and numbers there. For example, *_x would mean
"any channel ending in _x", such as beans_x or ABC123_x. If a
channel name matches more than one line in the chantab file, party
uses the first match.
