Apparently this has happened with review copies for years, but Amazon has
made it more ubiquitous and more profitable for the used sellers. I can see
where the authors are upset (because it's not a cool thing to see your book
being sold as used before it's actually being sold as new) but I also agree
that you should be able to buy or sell used copies as you please.

Ah, so the authors *real* complaint is with their publishers who are 
apparently releasing enough review copies that Amazon has no trouble 
getting a supply. 

We get a lot of "advanced" copies here at Borders and they are not the 
same quality as the same copy of the book at the bookstore. I assume 
the publishers do this to avoid things like Amazon selling the book 
online. In fact, it often says right on the book that it can't be sold 
because it is a promotional copy.

When I was doing book reviewing, about half the books were trades with things
like "Promotional Copy" and "Uncorrected Proof" on the front. And about half
were bookstore quality hardcovers with no special markings. The latter got
taken to the used book store years later and sold for a pittance, which was
fine given I didn't pay for them in the first place. The former got pitched
out, kept, or given to friends.
