Maybe write something like
Congratulations. Your ham radio web page is by far the most popular
of the pages now on Grex. Obviously you've done a good job with it.
Unfortuately, this also means that accesses to it accounts for quite
a lot of traffic across our very narrow and overburdened internet
connection. Your pages account for about 20% of all the http traffic
to Grex.
We don't really want to punish people for being successfull, but it
is starting to look like your pages are growing more popular than what
Grex can easily support. We don't really have a policy on this yet,
and we frankly don't know how best to deal with such issues, but you
might be good if you would look around for alternative places to put
your webpage. Some possibilities may include....

I like your idea, Jan. And we might make that a part of any message we send
to people who become "too popular" for what GREX can support.

I agree. That's more positive than just a "limit". Still, some "limit"
might be set as the signal that that pleasant message should be sent.

Based on what we tell people who send large mail over the link, I'd say that
having the limit at about 1MB per day is generous. We'd have to reduce it
further if it became more popular.
Until now the only people who have shipped excessive bandwidth are those who
either
(1) were shipping graphics -- we shut that down
(2) were shipping sex stories - that's gone now
So this is happening under these conditions really just now for the first
time. I was not of a mind to tell thed to get lost at all, and in fact I was
thinking of writing a letter to say that he should look for an
alternative site for a long range solution. I think Jan's wording in #375
is just about right, so I'll go with that. Thanks.

I'm too slow. I like what has been said here so far. I was thinking
that if I was in such a position, I would put a part of my pages
on another site using http links. I don't know how that would sit
with any other systems, but if I put 1/3 of my stuff here, 1/3 on
m-net, and 1/3 on c-net, that would greatly reduce the load on any
one system, and delay me having to get a big commercial provider.
the idea is bouncing off, what will be the spin on it?

Well, this particular user had all the graphics that went with his site
located on a system in Australia. He attends school there, or works at the
University.
The mail I sent was very close to what was posted in 375. I received a
response from the owner that he is going to be able to find a site over there
to hold these pages, and has removed them from Grex, along with an apology
for any trouble he might have caused.
I explained that he hadn't really caused any trouble, and there was no need
to apologize, but we were just unable to keep up with the demand. Anyway,
this site has gone, although he will keep a pointer to the new place for an
indefinite period.
It's a shame that we have to do this, but until we have a better link, I am
afraid it is inevitable.
