Not a very well-phrased definition of windchill, Lady Arwen.
Wind chill is loosely defined as the perceived temperature on human
skin, and is calculated by decreasing the thermometer temperature
by tx, where t is some constant are x is the wind speed (I'm assuming
a linear formula -- I'm not} ^and^ {sure what the precise formula is).
And aren't we supposed to be mailing these responses to mcs?
