The principal problem with fed govt money is that it tends to come with 
strings, except perhaps grants from the NEA.  If we DID want to look in 
that direction, NEH and NSF would seem to be the likliest possibilities
and if we DID end up on the ABC World News, wouldn't that be reallyneat
free publicity ??  :-)  But the consensus seems to be to go for private
grants, and I heartily approve: more likely funds for less effort.

While this item isn't about the NEA, I think they actually provide a good
point of comparison.  They don't just hand out money.  You need a good
proposal, including how the art will reach the public.  If approved, you need
to create and exhibit the art.  It might be fun, but it is a lot of work.
Similar work ("strings") would likely be needed for grants Grex could get.
