        Haven't you been listening to JP2?  TCP isn't a reliable protocol,
RFCs be damned, because it doesn't do store-and-forward reassembly over most
of the devices used at the physical layer.

It did when it was first designed.

That was changed to support early wireless networks,
for which that was too difficult.
