The following is posted in the depths of http://www.ntia.gov. It appears
certain that Washtenaw Information Networks (WIN) was not selected as
one of the 117 grant recipients. As you can see, there is still some
question about how the 117 awards and any future awards are to be
funded. Of some 1800 applications filed over 90% lost out, including
WIN. To my knowledge neither the County or Linda Vengroff have
been contacted, and the conclusions is inevitable. HVCN thanks all
of you at Grex that worked so hard and contributed so much. Hopefully
we can make the work and contributions worthwhile despite the lack
of the grant award. That might be an even more important development.

Status of 1995 TIIAP Grants

The winners of the 1995 TIIAP grants have been notified that their
projects were selected for funding.
NTIA will announce the winners at a press conference in November. The
date of the press conference has not yet been finalized. It will be
posted on the NTIA Web site and announced to the public and the press
as soon as it is available.
If you submitted a proposal in the 1995 grant round and have not been
contacted by NTIA, your project was not selected for funding. More
than 1,800 applications were received in this round, and reductions in
the TIIAP appropriation permitted NTIA to fund only 117 projects.
The federal government is currently operating under a Continuing
Budget Resolution, and NTIA does not have information about what level
of funding TIIAP will receive in 1996. If funds are appropriated,
there will be a grant round.

117 out of 1800 is something like 7% of the applications got one.
It will be interesting to see what the funded proposals are.

No one should be really shocked, but we did put a lot of effort into this,
and it would have been really nice.

anyone know how many dollars are being divided into 117 pieces? How much
did WIN request? 93% is "A" territory. Maybe WIN earned an "A-", which
ain't all that bad. 2nd place isn't as terrible as it seems.

The last I heard, TIIAP had something around $19M for this. But
that might be really off.
The WIN proposal was for $250K.

well .... if the $19M is correct, that's about $162K per system, average.

250K is right - funds requested. 19M was is? the amount proposed by
the House committee, I believe. The Senate had proposed something like
40M. These compare with the original White House request/or budget
for $100M which was talked down to about $65M. I may have the houses
reversed since I have not checked all the recent history on this.
So far, I have not seen what happened to the compromise between the
19M and he 39-40M. TIIAP was under fire even before the latest
announcement because a grant recipient in New Jersey jumped the
public relations gun and announced their win of a grant. Some very
heated email between TIIAP and a Mr. Cook, editor of the Cook Report
on the Internet or something like that.
At least we don't have to fool with all that damn paperwork! :) It is
comforting to note that TIIAP grants might be available again next
year, IF there is a Department of Commerce, and IF they have any money.
How would you like to work there right now? Must be fun.
