Re 97: As I understand it, the Arbornet election isn't until after the
WIN proposal is due (April 20).  The new board might reverse the decision
of the current board, but the new board won't be in office in time to do
it.  Also, the rumor mill says that the board candidates are mostly the
same people who are already on the board.  I haven't gone over to M-Net
to check to see if that's true or not....

Nope.  I think Craig is the only incumbent who is running for
one of the five open seats.

I think five seats on the Arbornet board are being re-elected, namely all but
one (who is that one?  I dunno, but I suspect JEP.)  Candidates for board
are craig, tod, furs, apollo, billr, trex and possibly bap.

Re - Mr. Price - you are bap@m-net etc, correct?  Hope you can
get on the board.  You need janc and mikey to be there also. I think
there is hope.  jep - you still have major credibility with me - I
do not "blame" you. What we all have to do is get out of "blame"
mode and start working on our missions.  And, jep, I don't mean
to imply that there are no failings on my part, or the part of
HVCN here.  I can see that much failure of communication
is our responsibility in the final analysis.  I will say this:
some high placed officials at Arbornet are not "getting it", 
IMHO.  What is worse, they are making some major errors in
intellegence gathering about what they perceive to be the "enemy".
It really is strange to see what recent events have done not to WIN,
but for WIN.

        Linda Clippert (linda) and I are the two Board members who will
remain on the Board after the election.  Craig Plesco (craig), currently
serving as president and treasurer, is the only Board member who's
standing for re-election.  Others up for election, along with craig, to
the 5 open Board seats are: Tod Plesco (tod), Ed Wagner (apollo), Bill
Rugg (bill), Jeanne Burke (furs), and Rex Roof (trex).

        Several Board members of Arbornet have talked about bringing Arbornet
back into WIN for the purpose of the TIIAP grant, but I believe this
effort has failed, and don't expect further attempts before April 20.
This is due to very short time available.  In fact, Arbornet's withdrawal
from the WIN grant proposal was due to time limitations, and our lack of
faith that we could resolve the problems our Board members had with the
WIN grant proposal.

        I'll continue to reiterate that Arbornet still thinks WIN is of
value, and wants to work on future projects with WIN.  I personally am
disappointed that we couldn't complete the grant application process as a
part of WIN.  That despite the fact that I made the motion to pursue our
own grant proposal instead of working with WIN on the TIIAP grant.

        I haven't apologized for that, to anyone, and will not.  I believed
then, and believe now, that it was in the best interests of all involved
to work on grant proposals rather than resolving differences that still
existed after 5 previous meetings.  We might well have spent all of our
time working on resolving differences rather than writing any grant
proposals at all.  I am sorry about the misunderstandings and hard
feelings that have resulted, but they cannot be taken back or undone now.

        I know it will be an issue in the future when Arbornet and WIN may 
want to work together, that we withdrew from the WIN proposal, but I very 
much hope we can work past that issue and look to the benefits of working 
together on other things.  If we want to work together on things of common
benefit to all of us; HVCN, Grex and Arbornet, we will find a way to do
so.  It is my intention to make sure this happens.

Everyone I've talked to recently is in agreement that it would be
a Good Thing to have Arbornet rejoin WIN as soon as this grant
application is behind us, on April 20.  It sounds to me like this
is very likely to happen.

Re 104: Arnold, when another response was entered while you were editing
yours, Picospan is supposed to let you know - after yours is added - so
that you can (if you wish) check it out & add yet another if this makes
yours sound silly, irrelevant, etc.  This feature does not always work.

I *meant* that all too often Picospan fails to say that a response
has slipped in.  Don't know why, but many of us who talk too much have
commented on this fact.

I am indeed bap on m-net, and I was bap here before the breakin several 
months ago and the susequent loss of my login.  

I am indeed running for a seat on the arbornet board.

I do indeed believe we should be involved with WIN, but I can't do 
anything about that unless I am elected and that won't be till 
after the application.  (sigh)

a recent poll on m-net showed over-whelming support for WIN, 11 for, 2
against.  

As the migs apparently support the involvement, I believe the officers
should as well.

As of last night, the WIN Consortium's application for the TIIAP grant
is in the mail!  A lot of people put in a whole lot of volunteer time
to make this grant proposal happen.  Now it's up to the feds to decide
what happens next.

Or maybe not....  The grant proposal is such a neat project that it's
worth shopping around for other funding, or trying to put it together
on a shoestring budget, similarly to the way Grex is funded.

Many thanks to the many people who put in time and energy toward writing
this proposal and establishing the beginnings of this new organization.


The final version of the proposal is for a project that connects 10
community sites (elementary schools, community centers, etc) and Grex
and the HVCN to a "WIN Central" hub, via ISDN links.  WIN Central will
also have a bank of 60 dial-in modems.  The 10 community sites will
have volunteer tutors: students from a program at Concordia college where
they are learning to teach people how to use computers.  WIN or the HVCN
will make Information about Washtenaw County available, such as building
codes, library catalogs, etc.

The next WIN meeting will be on Monday April 24 at 6 pm.  The location is
yet to be announced.  The public is welcome to come join in.  Arbornet
board members, too.  The meeting is expected to last about an hour.

The new Arbornet board consists of Craig Plesco (craig), John Perry
(jep), Linda Clippert (linda), Jeanne Burke (furs), Bill Rugg (billr),
Tod Plesco (tod), and trex (don't remember his real name) -- so,
three returning members and four new ones.  I have very little feel
for what their position on this is going to be.

        'trex' is Rex Roof; he is the usradm of M-Net.

        I cannot attend this meeting because I have to work until 8:30 on
Monday.  I hope some of the other Arbornet Board members will be there.

        It's hard to see where the Board will go now.  None of the candidates
made WIN a big part of their campaign.  Several said they'd try to
implement the preferences of the M-Net users, though, and the users of
M-Net have tended strongly pro-WIN.
        WIN is a great idea.  I believe Arbornet will want to be an active
part of it, and to work with it on projects in the future.
        One such project is coming up very soon; the National Electronic Open
Meeting.  Arbornet will join the 5 mail lists for the NEOM, and all
received e-mails will be posted in 5 special conferences for M-Net.
Responses posted in these conferences will be sent back to the mailing
lists.  We're going to have 1 or 2 terminals in the NEW Center which will
be accessible to the public.  We're also willing to accept logins from
area Internet-connected systems, as well as dial-up users, for the purpose
of participating in the NEOM.
        Since I can't be there myself, I'm hooping someone from Arbornet can
come and explain this to WIN, and invite input and participation from WIN
members.  Time is short -- please mail me if you have any questions or
comments, or else join the M-Net policy conference and see what's been
said there.  The NEOM starts May 1 and runs through May 15.

        Last week the Ways and Means Committee of the County Board of
Commissioners gave preliminary approval to the County's acting as the
fiscal agent for WIN.  The Board will act on this on June 7.  Since
the Ways and Means Committee has the same membership as the Board,
the outcome is not in doubt.   8-)
