In our society, preventative maintenance seems to be regarded as
synonymous with "unnecessary expense" - so anything like asphalt, paint,
calcium chloride, or replaceable cover plates is likely to only postpone
the inevitable.  This seems to be especially true in A^2, which is
currently going through a glut of parking structure replacement.

That's not always true, if the incentive is strong enough.  Airports
don't use salt on their runways, because it corrodes aircraft aluminum,
for example.

Ah hah.  The obvious solution to the A^2 rotting parking structure
problem is to start parking 747's in them!
