Vote program web interface

I've cooked up a web interface to the vote program. It doesn't
actually work yet, but when I find out from janc how to go about
authenticating users, I'll try to make it operational.

For now, you can view the prototype at

The references to "Bylaws" and "Item 100" on the page are live
links that actually do work. They take advantage of Backtalk's
"unregistered web reading" feature.

I'm open to suggestions on the format of the page.
