Member initative: Officially censure Steve

I am a member in good standing, and this is a member initative.

I propose that we officially censure Steve Andre' for sending false abuse
reports as a representative of Grex and then failing to apologize or make any
correction whatsoever when shown that his abuse report was false.

A list of items proving Steve's error can be found in item 347 of this
conference.  They include at least one board member telling Steve he was
completely wrong.
