Article 5 is the relevant one here. Short version: In order to be voted
on, 10% of the membership must endorse bringing the proposal to a vote by
so stating in this item, and must do so within 30 days of the original
posting.
I'm not sure exactly how many members we have at the moment, but I think
10% translates to 8 or 9.

At the moment, there are 76 eligible voters. So the motion needs 8
endorsements to be brought to a vote.
