I think it's time for a member to propose the banning of
naftee's/salad's/polytwerp's/dah's ip's. In perpetuity.

No, it's time to ban THE PEOPLE.

There are laws which ban unauthorized access to, or modification of,
a computer system.  If we ban access to people responsible for vandalism,
we can legally estop them from accessing us.

The issue then becomes one of getting a court order to enforce this,
and then citing dah & co. for contempt of court when (not if) they
violate the order.  Contempt of court, confiscation of all their
computer gear... that would probably get his attention.

I doubt GREX has the resources to do this. It would be like SCO suing IBM for
ip violation.

Right, like the corporation is going to sue me for posting a few little silly
tests that  didn't work, or making the load averages high for a while by
accident, when it is clear that the corporation clearly allows vandalism by
it's own staff members.  Riight.
