You all should be happy to hear that in a victory for western
civilization and the germ theory of medicine it is now illegal in
malaysia to cook food in a public restroom.  What were they thinking?

western *civilization*?? Eh?? I think you meant public hygiene. 

I more interested in knowing whether this was a usual practise in 
Malaysia to cook in public restrooms?? Or did someone suddenly realise 
that there was no specific law to stop someone from cooking in a 
restroom and decided to plug the hole?

Well, a nice public restroom will have running water, so all you'd need is
a grill or something.  Perhaps it made such a mess and inconvience for regular
"customers" that it needed to be outlawed.
