The Gnomish (not Dwarvish) Mines have a bottom level with no stairs down. That's where you find the hidden room with the luckstone and lots of gems, most of which are real. (That's probably the area you're referring to.) You can't dig through the walls, or down. The new version sometimes puts you in the Gnome King's Palace, which also has the luckstone and gems, along with a few extra things. There should be stairs up on the level above, though.
Don't forget, too, that a satircase won't show up if there's an object in that same space.

It's a pair of locked secret doors, keep searching. (And kicking, if needed.)

Fair warning: I'm about to give you guys a new high score to shoot at. Currently at ~400,000 points with a good shot at winning the game. As long as my game doesn't crash or save file get clobbered...
12 years later and there are only two players on the high score list and both died on level 1! Requires more effort. nethack -s all
