What web sites does one regularly read that are operating systems or 
programming language related?

A site I've been reading a lot lately is Lambda the Ultimate.  The 
name comes from the opening phrase of most of the original Scheme 
papers, which had names like, "Lambda: The Ultimate GOTO" and so on.

I find it of generally pretty high quality.

Another good site, well, really more of an aggregator, is Y 
Combinator's Hacker News site:

Stack overflow also has some pretty interesting content at times; in 
particular, it has a CS Theory section and some vertically oriented 
sections that are pretty cool.

However, much of the content is of disappointingly low quality; it 
varies across a wide spectrum.  Similarly, most of the other sites out 
there are also of disappointingly low quality.  For instance, experts 
exchange seems to be anything but, slashdot is mostly ankle biters.  
ArsTechnica is okay, but seems mostly oriented towards consumer stuff.

I'm somewhat disappointed that there doesn't seem to be a site devoted 
to operating system related topics that is as high quality as, say, 
LtU.  There is http://www.osnews.com/, but it's pretty pedestrian.

For specific operating systems, things like Unix Guru's Universe 
(http://www.ugu.com) used to be pretty good, but lately seem to have 
taken more of a beginners tack of things and it's definitely admin 
focused.

And of course, while not always perfect, for technical articles, 
Wikipedia can be quite good, though the quality does vary, 
particularly for "soft" things like grammar, language, punctuation, 
etc.
