I read in the newspaper yesterday that the village I live in has decided to refuse license applications from any business that's run from a home. Until I read that, it had not occurred to me that any kind of license might be needed from the village. I can see registration with the state and perhaps the county if needed, but what gives a village the authority to require a businesses to be licensed? Does this apply to all types of business? Is this common in the U.S?

My neighbor the psychiatrist moved to a different house because there is a parking requirement in order to run a home business with customers/clients.
Another house in the same community, or another place to escape a permit-happy city/town/village?
Same town, but with a parking lot attached to the new house. My landlord had to stop renting out one apartment because they insisted it have parking (in a house that used to have three apartments). His response was to sell the house - now there are three less affordable apartments. There is of course no requirement that housing have sidewalks or transportation.
