No, it costs more to resterilize than to use disposible so even
a cut-rate operation will us one-shot (sorry) supplies.

I can't imagine anyone simply reusing without resterilizing.
That wouldn't be cutting costs that would be criminal.

That happens to be highly illegal.  I think OSHA would like to
hear about it.  I think I would request a physician of my own
choice, or at least a laboratory of my own choice.

Yes.  I would refuse to have anything further with it and walk out of there.
I'd go straight to my new supervisor and explain why.
(Of course, I probably wouldn't have taken the physical in the first place.
I get my phsical from my own physician, and won't submit to drug tests &
suchlike invasions of privacy.)

I'd also report them to as many places as I could find, including Cal-OSHA,
the local medical society, and misc.jobs.misc
People who cut corners on sanitation should be put out of business, fast.

I've seen the claim (and I quite believe it) that most of the improvement 
life expectancy over the last couple of centuries is due, not to advances
in medical treatment, but to public health measures like proper
disposal of sewage, mosquito control--and sterilizing medical equipment.

Use good medical sense and observe aseptic practices of technician and
professional staff. If it offends demand sterile procedures, its their license
not yours.
