A close friend is need of a part of a program you posess. Your friend needs it immeditaly and cannot wait for the company to process a letter, and send him the file. The program is often used for useful things but can also be used for things that are quite illeagle. Do you give your friend the program?

Yes. If this is a program that needs to be purchased, I would say something like, "You're going to pay for this, right?" to make sure that I was only speeding up what s/he was getting anyway. Since this is a close friend I assume s/he is not utterly nefarious, so I wouldn't count it as my job to police what s/he did with the program.
No the program has already been purchased and the buyer needs another file to make it work, the file was corrupted for some strange reason.

Have done it several times, especially with Windows.
Software isn't sold anymore, it's licences to use that software that
are generally sold ...
Accompany the program and observe its use
Is he the kind of guy you can trust with it? if yes go ahead else don't
