Wow... That sucks. Granted I'm planning on upgrading to Extra, and I don't plan on going to Europe anytime soon, but that still seems rude. This is especially so, when many European countries eliminated their Morse requirement before we did.
It's academic for me, because my license isn't from the country I'm a citizen of. I thought it was very surprising news though.
Apparently, all is not lost. See http://www.arrl.org/FandES/field/regulations/io/faq.html#how6 It is still possible to obtain permits to operate in nearly any country. I'm not looking into it more deeply at the moment since I have no plans to operate abroad. I've looked for a more straightforward explanations of the meaning of this new CEPT recommendation, but haven't found one. Has anyone else?
I am told by reliable sources that I don't qualify for those because I'm not a U.S. citizen. I have a VE waiting for me when I get to Canada (I hope to sit their Basic exam), but I need a new passport first.
Nine years later and I'm still waiting to get to Canada!
