It's probably a renamed .tar.Z or .tar.z file. This frequently happens when someone transfers a file to an MS-DOS system, which can't handle two dots in a filename. .tar-z is another frequent replacement for .tar.Z on VMS systems, where filenames are not case-sensitive and can have only one dot.
