How does one create a new conference?

that is the conference where users of thsi system discuss changes to the
system.

enter a new item that explains what kind of new conference you want.  Much
discussion will take place about you proposed conference.  After a week or
two, you will decide whether or not you really want to start the conference.
You will agree to become the fairwitness for the conference, or will find
someone else who will do it, or who will be a co-fairwitness.

once that is done, you can get your conference going.
