Is there anyway to telnet into Grex using secure encrypted tlenet client
from a Linux Mandrake 7.1 box kernel 2.2.15?  If so what client would I
use, or would it just be a command from the terminel?  Thanks.

Not at present.  Best possibility is ssh.
