I understand that aliases defined in .cshrc don't always work as ! commands in picospan. It should be really simple (for someone who knows the syntax better than I do) to write a program which takes the aliases in a .cshrc and creates define unix commands in .cfonce. Has this been done?

The RealFast (tm) work-around for that is to !csh first, then use the alias. I should know (but don't) whether or not those two actions can be issued from a single line, and how to do so. Currently I allow the csh prompt to appear before issuingthe aliased command.
Re #0: No, I don't know that it's been done. Re #1: Hmm. I would expect "csh -c alias" to work, but it doesn't.
any other ideas?
