Keep the soil warmer so they will sprout faster.  You could try baking the
dirt before you plant in it, to kill off insects and spores.  Don't overwater.
Is your current house the same temperature as what you had in New York?

Here's an odd question:

How do you plant tulip seed pods?  Usually you're supposed to clip off the
flowers before they can form seeds, so that the bulbs get all the attention.
Just out of curiousity I let some of my tulips form seed pods... now what?
I've got these ~2 inch triangular green pods, and no idea how to plant them.
