Grex Garage Item 38: Create a mini library

Some weeks ago, me and Dan Cross had discussed in the Systems conference
(item 14, about C Programming language), about to create a mini library
here in Grex to store texts about programming. 

The idea is to create a folder, where _only_ a few amount of people can
move files on it, and these poeple must be aware to upload texts without
breaking a copyright, so if any person wants to recommend a text to
upload, the admin stuff (of the library) must check the recommended
text, and see if the file  is possible to upload.

So now I make a question here: Is it possible to create this library?
