--> No serious politician would, unfortunately.  They'd all sign it to
ensure their political survival.  In that sense the game is rigged; anyone
capable of getting elected will disagree with you on this.

resp:22 - The thing I find chilling is the assumption that the people in 
the small town have no choices. 
They may choose to live in a place in which WalMart is the only music 
store. 
They may choose to travel to a larger town to make purchases. 
They may choose to find web access and make purchases.
They may choose to only use AM radio as a music source.
No one is in a position (yet!) to dictate the bahavior of individuals. Ya 
get what ya take.

individuals.  Those people are called "parents".
