If you've sent somehting to a publisher/magazine/content is it illegal to
post it on the net--I mean if they later accept it will that cause complica-
tions?

Illegal?  No.  
Complications?  You betcha.  If they accept the piece, you will be obliged to
tell them it is publicly available at which point they may decline purchase,
since most magazines want First Rights.  They may not consider this "real"
publication, however, and you can at any rate delete the post (making it 
unavailable to any but the most relentless hacker).  And publishers then
to be more lax about poetry, if that's what the hypothetical piece is, 
since there's a lot more contest-entry stuff with poems.
I'm not sure what the *legal* stance on copyrights is.  I would think that
showing something off on Grex, e.g., doesn't count as publishing, but I 
don't know...
But legally, I should think if you wish to share it, do so, and then delete
the post if the item is purchased for publication.
Anybody out there more familiar with the law than I am?

        He has copyrrights on the work as its original creator, and if the
        magazine wants to use his work, they must pay for it.

Hum odd. Well. That's why I don
t show off my novels. Not that I ever expect to make any money at it
anywzay.
