PAL to NTSC Conversion

Hi. I have been looking for over a year now for a decent way to convert
PAL to NTSC. I am asking cuz I have a multi-system VCR and an NTSC tv
and would like to see the PAL video in color (right now its in B+W and
the picture rolls but i use V-Hold to fix that)
I found one converter from a catalog but it runs over $300! The VCR
itself was only $100. If anyone can help, please let me know.
