A Summary of Customs, Practices and Current Policies in Cynnabar
Compiled by David Craig, March, 1995

A.1.    name Royal Borough of Cynnabar registered with College of Arms  198?

A.2.    registered arms: parted per pall sable, argent and gules, a laurel
wreath vert, in cheif a tower argert    198?

A.3.    decisions on behalf of the Borough are made at meetings of the
Council of Cynnabar. It is the Councile that decides the policies,
expenditures, acts and activities of Cynnabar as a Borough. It is by
consent of all in Council that the will of the community of Cynnabar is
expressed.      February, 1994

A.4.    weekly meetings of Cynnabar held on Monday evenings. In the past, have
been in Michigan Union, Michigan League; moved to EECS Bldg. in fall of
1990.

A.5.    monthly meetings of Council have been held on Saturdays or Sundays.
Have been in individual member's homes, McKenny Union at EMU, Bowen
Fieldhouse at EMU, Michigan Union, etc.

A.6.    extraordinary meetings of Council may be convened when especially
urget matters require the action on Council.    November, 1990; April, 1991

A.7.    members of the Borough are to do their best to apprise the others
beforehand of the agenda that they expect to raise in upcoming meetings of
Council.        January, 1990; February, 1994

A.8.    minutes of the previous meeting of Council might be read at the next
weekly meeting of the Shire (ie, Borough).      June, 1990

A.9.    The Royal Borough of Cynnabar, in Council, determines who may be
permitted to display its arms and their uncharged field tierced per pall
sable, argent, and gules.       June, 1991

A.10.   any member may plan and announce a meeting of any group with a common
interest; no one has the sole responsibility or authority to convene a
meeting of an interest group.   March, 1993

A.11    the Borough (in Council) resolved to set a policy concerning the
assessibility of sites for events and meetings; this was never
completed.      September, 1993

A.12.   if a meeting of Council and arms practice are planned for the same
day, they are scheduled so that they will not overlap in time or
conflict.       March, 1994

A.13.   a group with special interests, such as tourneyers, or archers, etc,
is approved to solicit donations, whether at weekly meetings, or practice
sessions, or other; proceeds must go to the treasurer of the Borough, but
may be reserved for hte purposes for which they were solicited. April, 1994

A.14.   Shire (i.e, Borough) boundaries: Cynnabar claims Washtenaw County and
Wayne County east to I-275; in goodwill and amity towards Roaring Wastes,
Cynnabar offers up all of Wayne County expect Belleville, which it would
retain. October, 1994

          Supervision and Reports to Council
          An event is listed on the MidRealm's Calendar. Revels and other
local occurrences are announced at Monday meetings. All funding approvals
are done at Council meetings.   October, 1994

Council

B.1.    previously, decisions on activities, policies and expenditures of the
Shire (i.e.Borough) were made by a motion, a seconding of the motion and a
supermajority vote, of the total sums of yeas, nays and abstentions.    June,
1990

        starting in the summer of 1990, action concerning advancement in the
status of the shire (i.e. Borough) was decided by consensus (as required by
Corpora of the Society). In this brief period of transition, permisson to
use the Shire's (i.e. Borough's) property, for example, was decided by the
supermajority; appropriations were by the consent of all.       July, 1990

        by autumn of 1990, decisions were consistently made with the consent of
all in Council. November, 1990; April & May, 1991

B.2.    Council reiterated, as it does repeatedly, that all members of
Cynnabar are invited to attend meetings of Council, and to join in
discussions and vote on decisions.      June, 1990

B.3.    one need not be a paid member of the Society in order to be a member
of Cynnabar and take part in meetings of Council.       June, 1990

B.4.    it would be a regular agendum at meetings of Council to solicit
suggestions for any workshops, classes, educational projects, social
events, revels or the like for the shire (i.e. the Borough) and put them on
the schedule.   January, 1991

C.1.    Offices in Cynnabar have been:
          Seneschal
          Pursuivant of Arms
          Minister of Arts (and Sciences)
          Knight's Marshall
          Treasurer
          Chronicler
          Chatelain(e)
          Chirurgeon
          President of the Student Organization
          Captain of the Company of Cynnabar    June, 1991
          Captain for Archers   January, 1993

        Standing committees have been:
          for demonstations
          for new sites

        Other jobs have included:
          custodian of the clothing that the Borough owns and rents
          custodian of the rest of the Borough's property

C.2.    Approval of a revision of the description of the work of Cynnabar's
local officers is currently pending. Each candidate for local office would
receive notification of the Borough's requests and expectations when he or
she expressed interest in volunteering, instead of executing an agreement
with the Borough. [See the proposed Officer Duties elsewhere in this
issue.] March, 1995

C.3.    regularly, when an officeholder wishes to resign, he or she announces
his or her intentions, and solicits volunteers from the membership to take
over.   June, 1990; April, 1991

C.4.    Council selects the new officeholder for appointment by the
officeholder's superior in the Realm.   1992; 1993; 1994

C.5.    the Borough, in Council, approved the Captain of the Company of
Cynnabar, the leader of the tourneyers (vulgarly called "the fighters") of
Cynnabar when they take the field together as a group; the tourneyers
recommend a candidate to Council.       July, 1991

        the Captain of Cynnabar reports to the shire (i.e, the Borough), as in
        the
person of Council.      July, 1991

Financial

D.1.    encumbrances no longer remembered as of July, 1990, are void.   June,
1990.

D.2.    reiterated that shire (i.e. the Borough) is not obligated to spend
amounts that are appropriated but not yet disbursed.    July, 1990

D.3.    it has been Cynnabar's custom to donate each reign ten percent of its
balance, or $100, whichever is less, for the use of the King and
Queen.  October, 1990; July, 1992

        in lieu of money, heraldic furnishings were given to the King and Queen
        in
August of 1993; and the gift of a royal banner was proposed in March of
1994.   June,1993; March, 1994

D.4.    treasurer may write off bad debt as uncollectible.      October, 1990

D.5.    three members' signatures are authorized for the shire's (i.e. the
Borough's) checking account: the treasurer's, and two other members. At
least two of the three signatures are required on each check.   November,
1990

D.6.    the shire (i.e. the Borough) had once appropriated $15 per month fro
the publication of The Citadel; but lately, the Chronicler has covered the
costs of The Citadel from subscriptions and charges for individual
issues. November, 1990

D.7.    the treasurer may advance or reimburse funds only to the amount that
she or he knows Council has approved.   March, 1991

D.8.    amounts of $25 or less may be disbursed at the Seneschal's discretion,
without a separate appropriation from Council.  September, 1991

D.9.    monies that are to be reimbursed ought not to be spent first and then
an appropriation sought from Council afterward. February, 1992

D.10    it has never been the practice in Cynnabar that only those who work at
an event decide how to spend any income from the event. September, 1991
