It's only 1 if you add .0 repeating forever with the *intention* of 
eventually ending with a 1.

Jp2 is right.  .9999.... is defined to be 1.  Consider:
Let x = .999...
Then 10x = 9.999...
Then 9x = 10x - x = 9.999... - .999... = 9 => x = 1.  QED
