Is there a bandplan for 70cm? Do US amateurs follow the ARRL one? Is there regional variation?

Yes, the "Gentleman's Agreement" is to follow the ARRL bandplan. http://www.arrl.org/FandES/field/regulations/bandplan.html#70cm There is a restriction put in place to certain areas along the US Canada border. You can see those details in the ARRL Repeater Directory. I just tried to find some info really quick, but couldn't. I'll post more later, after I get my repeater guide.

It will be hard to gauge that until I find someone to talk to on 70cm. ;-)
