Responsibility = making choices & accepting the consequences of choices.
Blaming & punishing children influences them to avoid responsibility.
Children need freedom, within limits appropriate to age & level of
responsibility; look for opportunities to give a child *real* choices.
        If parents have problems with a child, try: prevention (by
discussing guidelines & expectations before the situation recurs);
polite requests; "I" messages; letting the child experience the
consequences.
        Lack of respect makes cooperation unlikely and encourages
resentment & hostility.  Teach children respect by showing respect to
them (whether you think they deserve it or not!).
