Washtenaw Wireless 20/20

Has anyone managed to use the 2020 Washtenaw Wireless free service and if so
how?  They claim you need a 'radio' on the outside of your house (wireless
access point with antenna) or else you need a laptop computer taken outdoors.
Would it be possible to keep the computer indoors and run a wire from the
antenna screw outdoors to an antenna of our own making?  The signup page is
broken.  The contact number is only a recording unless you have signed up for
pay service.  They are closed weekends.  We are looking for a way to get
people in Lurie Terrace online, who don't have landline phones or the money
to pay for them.  ($7 gets you a cellphone on your daughter's plan instead).
Lurie Terrace upper floors might be line of site to the main office.
