It is a somewhat simple proposal. A bunch of Educational facilities got
scared when the NSF announced it was stopping support of their free
rides on the internet (ie the nsfnet). So they formed the Internet2
project. After some hoopla, they got the goverment to pay for their
connectivity to the NSF's new research network, the vBNS. Nice and
tidy. The NSFnet is dead, but the universities are still getting their
free rides.
