OK - so sit down and think about which things that don't happen very often that
you want laws passed against. Pretty boring, right? (Unless of course you're
on your 4th beer or using other substances that give you the giggles). The only
place where they engage in this kind of nonsense on a regular basis is Ohio.
An acquaintance of mine was once arrested at gunpoint for not carrying an
anchor and suitable length of anchor rope in his kayak on a small river/creek 
in Toledo.

But putting your head down on a bar is not a highly unusual thing to do, at 
least if you've been drinking. Biting someone's nose off is (unless you've been
drinking and someone has suggested the activity to you)
