party makenoise option restriction

I just discovered the wonderful party man page on Jan Wolter's web site:

Long irritated by the glut of long-forgotten in-jokes in the global party
/noises list and inspired by knowledge of the makenoise option, I tried
makeing my own /noise.
However, my attempted ":set makenoise=/u/p/a/papa/share/party/newnoise"
was mercilessly rejected with the proclamation, "party error: makenoise
is not a user settable option".
If the option were user-settable, it looks like anyone who cared to make
the effort could define their own set of /noises in place of the ancient
global list. Can this be changed?

aswell as letting users make new noises, i think clearing out all the old
noises (unless current users are attahced to any) would be a good idea (and
maybe periodic housekeeping of the noise list ). The party channels list could
do with the same treatment.
