scammed and no refund :(

well, i got scammed a while back just before x-mas, i bought a set of 
video games from a seller, never got them, spent 18$.

she never responded to my emails, or ebay contacts....

i filed with paypal after about a month of nothing.

today i recived an email saying they (paypal) filed in my favor but 
were not able to retrive any funds from the seller.

in short i dont get my 18.00$ back. that seems like Bullshit, but i 
guess theres not much i can do.

any input?
