does anyone know a simply (but good) way to encode voice? it can work only up to 4kHz (more is not needed) on normal phone line, so propably digital encoding (ADC+coding thing) wont work, but maybe ADC+coding+DAC will do it? it only have to do some rotations of the bits, i think i could make something like this but maybe there is already something?

now i know that changing 'position' of the bits is bad idea (because of the noise), but XORing might be good way. does anyone look here?
