Identify This Movie

I'm trying to find out the name of an old "cyberpunk" movie. It involved a
teenager who managed to duplicate ATM cards on pieces of cardboard with a
magnetic strip. I remember he was at the ATM when a police office stood
behind him waiting to use the machine. The officer was oblivious to what the
kid was doing. I also recall him in his car with a girl gathering information
from some unused radio frequencies. The movie was along the lines of War
Games in a suburban setting. Any help identifying this move is greatly
appreciated. Thanks.
