Turtleman... the slowest man alive (in a Flash comic); Starro The Conqueror
(big star fish that JLA fought in Brave & the Bold #28); Mxyztpik (who
Superman constantly fools him to saying his name backwords and sending back
to his world)... more later

I could probably think of any number of dumb punisher or spidey villains to
put in here.. actually, some punisher filler villains were decenlty good.
But a lot of them really sucked.

Wow, you submitted him to both categories :)
I have this Tribe comic sitting around unread in my room... never did get
around to finishing it, it was unreadable, but I think the villain in it
probably sucked

Onslaught, again, for emphasis. I only saw one issue.. the rest I
didn't need. Fabian Cortez. The Shadow King (okay, he was okay, I
suppose, but it was a bloody filler story!)
Doomsday... Talk about character taking a backseat to plot (and plot
taking a backseat to marketing, which took a back seat to hype, which
means that Doomsday is hanging on the trailer hitch).
Let me see... All the villains that I remember Rob Liefeld coming up
with (specific examples? The Four from the Youngblood limited series,
the disciples from the limited series, that one guy from the Brigade
limited series, everyone else.)
