The abortion battle would shift to state legislatures.  There, the 
legislators would quickly realize that they wouldn't be reelected if 
they voted to totally ban abortions.  The half-way measures they do put 
through would diminish support of Republicans from the hard-core pro-
lifers and Democrats would take over many state houses.
